Legal Empowerment of People as a Universal Means of Implementing the Sustainable Development Goals

The 2030 Agenda is grounded in the Universal Declaration of Human Rights and other international human rights treaties (paragraph 10). This ‘human rights foundation’ of the SDGs justifies the adoption of a rights-based approach to implement the SDGs.

As a human-rights-based development strategy, legal empowerment involves the process through which the poor become protected and are enabled to use the law to advance their rights and their interests. In this context, legal empowerment of people (including the poor and vulnerable groups), if properly given effect to, would help advance the achievement of SDGs by leveraging their human rights foundation.
